Foreigner offers $100 for baby

A lady familiar to me because of her work with dogs posted a video on Facebook that showed an old American man with a southern accent offering 100$ for her friend's baby.  Of course such a video went viral:

This lady went to the police the next day and gave them all the details about the situation.  After leaving the police station she ran into the guy again. Immediately she called the police and asked for their assistance.  Here is what she says happened:






Isn't that great?  This guy may be a pedophile and the police won't do anything about it. Not even take him in for questioning.  Not even get a name!  So this nameless man is walking around town doing who knows what! Is he a child trafficker?  Was he joking?  Now we may never know!


What's all this nonsense about having a warrant anyway?  The Filipino justice system is all messed up.  Have they even heard of "probable cause?"


This really makes me angry. The justice system here is all DIY as far as I have been told.  YOU have to file a report. YOU have to wait until an arrest warrant is made because apparently there is no probable cause and the PNP cannot do anything without first your report and secondly the warrant. (I have heard of cases where a thief was caught redhanded but the PNP could do nothing until a report was first filed!)  YOU have to press charges.  YOU have to prosecute.  YOU have to hire a private lawyer to do the prosecution.  There is no state, no DA to do this.  It's no wonder the wheels of justice are ossified and rusted and do not move in this country.

This decision by the PNP to not bring this guy in for questioning and getting all his info is a major PHILIPPINEFAIL!!!

@85andbelow It may be that the old man is joking but we will never know since the PNP declined to go to SM and question him. If he was joking why did he deny that he made the comments in the first place? Why not tell the lady he was only making a compliment that she misinterpreted?

The video does not catch the first part of the conversation either. She claims that he stated he wanted to buy the baby so he could give it a good education. Again if it was only a joke why persist? Why not laugh and say "I don't really want to buy the baby. I am just making a compliment." These are questions the PNP should have asked him but they refused to do so.

I think the real story here is the PNP's refusal to investigate the matter. Here we have a man acting suspiciously enough that a lady files a report. She meets him a second time and calls the PNP to come talk to him and they refuse to do so citing procedural technicalities.

That is the story. The incompetence of the PNP. How many times have you heard from the PNP "Sorry po we can't do anything. File a report with the barangay." I have several times. I was literally told by the PNP that they did not want to offend the people when I inquired why they did not enforce the noise ordinances. Imagine that. The PNP is so afraid of the people that they won't enforce the law!

It's just another symptom of the ineffective justice system here in the Philippines.

I have also been told "Sorry po we can't do anything. File a report with the barangay." when I reported a violation of noise ordinance.

And filipinos wonder why the country never improves. I saw a video on Youtube I think it was that compared politicians in India to politicians in the philippines. What the video did was put up Indian politicians by name and picture and their education, the same with filipino politicians.

When it came to Indian politicians they were Yale, Harvard, Princeton, Cambridge, Dartmouth just to name a few.

Then it put up the filipino politicians, actor, comedian, boxer. The ones who were "educated" were lawyers educated in the philippines. Remember the philippines is 2 years behind international standards. Also remember the K-12 program they were bragging about to catch up? Well did you also notice how opposed most filipinos were to adding 2 years to school?

I saw some that after the K-12 came up and started in their school they shortened all the classes. So instead of say 1.5 hours of English or math they cut it to 45 minutes yet never added any subjects.

Your comment has merits I will agree but here's what I think. First I think filipinos are too scared and lazy to try to even make the country better. Second I think they really believe that they are already the best at what they do, better than other countries and already do everything better than the rest of the world so why try.
